BUCHAREST DECLARATION

Regarding the principles, policies

And practices to fight tobacco use among youths



Taking into account that the actual dimension of the tobacco use can be reduced only

Through the development of a social partnership in tobacco control area,

Acknowledging the necessity for developing a complex action for prevention

And fight against tobacco use,

Being aware of the importance of children and use protection and education

For adopting a healthy lifestyle,

Expressing our adhesion towards the European policies in the field of

Prevention and fight against tobacco use

We, through this declaration, affirm our attachement for the principles of a common fight against tobacco use and implicit other drugs:

  1. We believe and declare that each person, especially each child, have the right to:
    • Be protected against the influence of the advertising campaigns developed by tobacco corporation
    • Be informed and educated about the effects of tobacco use
    • Be protected against the opportunity to buy cigarettes by elaborating fiscal measures in order to restrict accessibility to these products
    • Be helped to renounce to use tobacco, by creating special counseling services


  2. We also believe and affirm that:
    • The sales on the tobacco products should be allowed only in special places and always with the obligativity for age-checking
    • Children and non-smokers should be protected towards the tobacco corporations' attempts with the intent of promotion the tobacco use, by banning direct and indirect advertising for all tobacco products, according to the Framework Convention on Tobacco Control
    • All the educational and informational programmes financed or supported by tobacco companies should be immediately stopped and instead should be encouraged the ethnic and accredited institutions and organizations established for this purpose
    • The measures against selling tobacco products to children should be strengthened and their application should be monitor with the support of non-governmental organizations involved in this area
    • Tobacco use should be regarded as a global phenomenon that can be decreased


  3. According with these believes, we ask the governments, local and central authorities to:
    • To give a special importance to the policies in this field and to allocate necessary budgets for prevention and combat the tobacco use
    • To encourage the collaboration between local and central governmental authorities with the non-governmental organizations working in the field
    • To oversee the way the laws in the field is applied
    • To elaborate and to adopt laws in the that ban direct and indirect tobacco advertising
    • To support and to include in the health education or anti-drug strategies, plans, programmes measures for prevention, diagnoses, counseling and treatment of tobacco addiction
    • To facilitate the access for all tobacco users in treatment centers
    • To adopt specific measures to reduce tobacco supply
    • To elaborate measures for tobacco sale control to children
    • To develop national informational and educational programmes for youth in collaboration with national and international organizations recognized in their fight against tobacco use and not together with tobacco companies
    • To support financially projects targeting prevention and fight against tobacco use and also to support information and experience exchange with European and world wide countries
    • To support and promote family, community, non-governmental participation in the planning and decision making process regarding against tobacco
    • To ratify the Framework Convention on Tobacco Control, adopted by World Health Organization on May 21, 2003
